Dollar/Euro and €/$ conversion rate and its influence

Antoine, my dear friend living in Cambodia, asked me a question that raised a bigger one.

Here it is: "given that I help Kiva with $ and that the € (Euro)/$ rate is falling, it costs me more money to help as my account is labeled in €. In order to help more efficiently I have to buy $ with the best price. How can I do?"

Look at the chart from Yahoo Finance (FR) [Yahoo Finance US] and check these elements :
  • buying $250 on 08/12/30 would cost €181,95 [€/$= 1,37400]
  • buying $250 on 09/01/02 would cost €184,79 [€/$= 1,35288]
  • buying $250 on 09/01/16 would cost €194,39 [€/$= 1,28607]
In a nutshell, when helping Kiva 09/01/16 was 6.8% less efficient than end of 2008, a loss of €12,44.

Any finance guru can help him maximize his money in order to give more efficiently?
